Jon C. Ragon, 59, of Kennett Square was arrested and charged with indecent exposure and open lewdness, in connection with an incident that occurred on Nov. 9 at 4:30 p.m. A female victim contacted police and reported that, while she was stopped in traffic on Gap Newport Pike, at the intersection with Newark Road, in New Garden Township, a burgundy SUV pulled up next to her and stopped at the traffic light. When she looked over, she observed a male subject, with his genitals exposed, fondling himself. The investigation and arrest was made by Southern Chester County Regional Police Department.

dui >> Roberto J. Aguilera-Leyva, 22, of Kennett Square was arrested and charged with DUI and related traffic offenses, as well as with resisting arrest, following a one-vehicle crash at the intersection of Baltimore Pike and Cedar Springs Road, in New Garden Township. On Nov. 6, at approximately 7:30 p.m., police were dispatched to the report of a vehicle into a guardrail. The caller reported the seeing the driver discard beer bottles and leave the scene on foot. Police made contact with the driver, Aguilera-Leyva in the vicinity of 300 Cedar Springs Road and observed numerous indicators suggesting intoxication. As police attempted to take him into custody for suspicion of DUI, he ignored verbal commands and pulled away to avoid being placed in handcuffs. He was placed under arrest and was transported to the substation where he failed to provide adequate samples of his breath, resulting in a refusal. He was processed and released to a family member, police said.

DUI >> Gregory A. Cramer, 25, of Avondale was arrested for DUI and related traffic offenses, as well as with violations of the Controlled Substance, Drug, Device, and Cosmetic Act (Act 64), following a traffic stop for vehicle code violations. The incident occurred on Nov. 7 at approximately 1:05 a.m., in the 9000 block of Gap Newport Pike, in New Garden Township. Upon making contact with Cramer, the odor of marijuana was detected and evidence of marijuana use was observed inside the vehicle. Police also observed indicators suggesting intoxication from alcoholic beverages. Cramer was asked to exit the vehicle and upon doing so, police observed suspected marijuana and related paraphernalia in the door pocket. After failing field sobriety tests, Cramer was taken into custody for suspicion of DUI and the Act 64 violations. He was transported to the hospital, where he refused to submit to a chemical test of his blood. Cramer was then processed and later released, pending issuance of a summons. Charges were filed in MDC 15-4-04, police said.

DUI >> Valentin Torres-Gonzalez, 38, with no known address, was arrested and charged with DUI and related traffic offenses, following a two-vehicle traffic accident. The incident occurred on Nov. 14, at approximately 6:30 p.m., in the 200 block of Thistledown Drive, in New Garden Township. Upon making contact with the unlicensed, at-fault operator, Torres-Gonzalez, police observed numerous indicators suggesting intoxication. He was taken into custody for suspicion of DUI and submitted to a chemical test of his breath, resulting in a B.A.C. of .267 percent. He was arraigned and was initially committed to the Chester County Prison in lieu of posting bail, police said.

DUI >> Sheila M. Kennedy, 67, of Newark, Del. was arrested and charged with DUI and a related traffic offense, after the vehicle she was driving was stopped for failing to dim its high beam headlights to oncoming traffic. The incident occurred on Nov. 16 at 10:40 p.m., in the 6700 block of Limestone Road, in New Garden Township. Upon making contact with Kennedy, several indicators suggesting intoxication were observed by police. After declining to perform field sobriety tests, she was taken into custody for suspicion of DUI.

Warrant arrest >> Erika Davis, 31, of Coatesville was taken into custody on an outstanding warrant obtained by this agency for the charge of Unauthorized use of automobiles and other vehicles. The incident occurred on Aug. 4, while Davis was residing with a family member, in the 100 block of East Summit Avenue, in West Grove Borough. Davis allegedly took a 1997 Honda Civic that was owned by a family member without permission. An arrest warrant was obtained on Aug. 15. On Nov. 13, police received a tip that Davis could be found at a residence on Irish Lane in Valley Township.

DUI >> Lucas A. Conrad, 25, of Landenberg was arrested and charged with DUI and a related traffic offense, following a traffic stop for a moving violation. The incident occurred on Nov. 19 at 1:20 a.m., on Newark Road at New Garden Road, in New Garden Township. The Ford pickup Conrad was driving was observed to cross over the yellow center line on multiple occasions, while traveling southbound between the 1100 block and 900 block of Newark Road Upon making contact with Conrad, police observed several indicators suggesting intoxication.

DUI >> Ernesto Castaneda, 46, with no known address, was arrested and charged with DUI and related traffic offenses, following a hit and run accident. On Nov. 19 at 12:02 a.m., police were dispatched to the 200 block of West Evergreen Street, in West Grove Borough, for a report of a dump truck that struck a utility pole and fled the scene. A description of the truck was broadcast and police were advised that a witness had followed it to a mushroom company off of West Avondale Road.

DUI, Guns >> On Nov. 21, at 12:50 a.m., police stopped a 2005 Mitsubishi Lancer for an equipment violation, in the 700 block of Newark Road, in New Garden Township. The driver, Robert Joseph Spencer III, told police Joseph Conrad Casale, a passenger in his car, was carrying a pistol. An unloaded Glock 9mm, with one 12-round magazine and one empty magazine, was recovered next to Casale. It was subsequently determined that this gun had been legally purchased, a few days before, by Casale and he was still in possession of the receipt.

State Police Avondale BarracksCriminal Trespass >>A man and a woman from Delaware were charged with trespassing at Walmart in the 500 block of Schoolhouse Toad in East Marlborough Township on Oct. 22 at 6:59 a.m., police said.

One car >> A driver tried to turn right onto Route 841 from State Road in London Grove Township on Nov. 14 at 5:06 p.m. and struck a telephone pole with its trailer. No injuries were reported, police said.

Fairville Road >> A driver on Fairville Road in Pennsbury Township struck side mirrors with an oncoming car on Nov. 15 at 5:42 p.m.. No injuries were reported, police said.

Slowed down >> A driver on Route 82 north of Route 1 in Pennsbury Township on Nov. 22 slowed down for an approaching PECO truck but was struck by the car behind, police said.

Trespassing >> An 81-year-old man from West Grove complained on Nov. 25 that hunters have been driving over his land in the 300 block of Hoods Lane in Penn for five years in an attempt to access hunting lands, police said.

Unauthorized use of a vehicle >> A 33-year-old man from Cochranville reported that he let an individual use his can but now he wanted it back in the 500 block of Daleville Road in West Fallowfield Township on Nov. 22, police said.

deer jumping >> A driver was traveling on Church Road in Lower Oxford Township on Nov. 26 at 6:41 a.m. and hit a deer, police said.

off the Roadway >> A driver was traveling on Lenape Road near Locust Grove Road in Pocopson Township on Nov. 7 at 9:41 p.m. and went off the road on a curve into an embankment. The driver was cited for speeding, driving with a suspended license and permitting an unauthorized person to drive, police said.

Hit a tree >> Alexander Dilworth, 18, of Cochranville was driving on West Woodview Road in London Grove Township on Nov. 18 at 1:19 p.m. and went off the road at a curve and hit a tree, guide wire and utility pole, police said.

Didn’t stop >> Antonio Martinez, 32, of Colora, Maryland, failed to stop at the intersection of Limestone Road in Lower Oxford Township at Route 1 and struck a stopped vehicle ahead of him on Nov. 22 at 6:12 p.m., police said.

Found Drug >> A baggie full of meth was found behind a stack of boxes in the assist protection office in the 800 block of Commons Drive in Lower Oxford Township on Nov. 27 at 9:32 a.m., police said.

Retail Theft >> Jeanette Marie Bailey, 37, of Kennett Square was taken into custody after she attempted to leave Walmart in the 500 block of School House Road in East Marlborough Township on Nov. 26 at 45:50 p.m. with merchandise she didn’t pay for, police said.

Drug Possession >> Anthony Dewayne Everett, 28, of Bowie, Maryland, was taken into custody for possession of marijuana and paraphernalia on Route 1 in London Grove Township on Nov. 25 at 5:19 p.m., police said.

ID Theft >> Someone attempted to make a purchase from Apple using the account of a female from Oxford in the 200 block of Elk Creek Road in East Nottingham Township on Nov. 25, police said.

Two cars >> A car that was stopped for a red light on Baltimore Pike at Independence Way in Pennsbury Township was struck by the car behind on Nov. 15 at 9:18 a.m., police said.

Injury >> A car traveling east on North Creek Road in Franklin Township on Nov. 21 at 1:51 a.m. was driving fast and went off the road at a curve. The driver, Garrett Compton, 21, of Landenberg hit a tree and was injured, police said.

Hit debris >> Beth Wilcox, 41, of West Chester hit debris on West Street Road in Pocopson Township on Nov. 27 at 5:09 p.m. It was determined that the debris came from another accident, police said.

Failure to yield >> Beemkhah-El Thanis, 40, of Chester stopped to make a left turn onto Hickory Hill road from Route 1 in Pennsbury Township on Nov. 28 at 6:37 a.m. but didn’t yield to on oncoming car and hit it. No one was injured, police said.

Hit a tree and mailbox >> Maurice Peterson, 38, of Coatesville was traveling north of North Chatham Road in West Marlborough Township on Oct. 12 at 8:11 a.m. and was going too fast to negotiate a curve. He went off the roadway and hit a tree and mailbox. He was not injured, police said.

Resisting Arrest >> Joseph Aaron Henry, 28, was taken into custody after resisting arrest for a warrant in the 100 block of West Branch Road in Lower Oxford on Nov. 19 at 7:28 a.m., police said.

Fleeing and eluding >> Alexander Bryant Perkins, 32, of Lincoln University fled for 18 miles from a traffic stop in the 5800 block of Forge Road in Lower Oxford Township on Oct. 29 at 2:10 a.m. He was arrested for drug possession, fleeing, eluding, resisting arrest and numerous traffic violations, police said.

Hit and run >> Someone driving an older model, blue pickup truck backed into a car in the parking lot in the 600 block of Commons Drive in Lower Oxford on Nov. 15 at 6:14 p.m. The crash caused damage to the rear of both vehicles. The striking vehicle then fled, police said.

Fraudulent Check >> A 64-year-old man from Oxford received a fraudulent check in the mail for an order of straw on Nov. 14 at 1:43 p.m. in the 5000 block of Homeville Road in Upper Oxford, police said.
